Stephen Winters
My name is Stephen (Steve) Winters, and I have filed for the mayor of Cowley. Some of you may know me and some not. We live on the north end of town east of the rodeo grounds. We acquired the property in 1993 and built our home in 2011.
I was born and raised in Montana. I worked in Lovell in 1967 at the sugar factory. I served in the U.S. Navy from 1968 to 1972 and am a disabled veteran. I have a 32-year career with the National Park Service, working in nine locations.
I was in maintenance management, construction contracting and facilities development with the National Park Service. I owned and operated M & S Aero scenic tours in Southern Utah at Bryce and Zion national parks for seven years. I was project supervisor on construction of the shuttle staging area outside Bryce Canyon in 2009.
I worked for the Town of Cowley as a seasonal worker for one year and building inspector for three years and served on the Planning & Zoning committee for 12 years, currently as chairman for three years.
My wife, Merna Winters, retired from the National Park Service. She has been active on the Cowley Beautification Committee and served as voting election judge for several years.
I am not a politician, but an administrator. I believe in honesty, fairness and impartial treatment for all. I believe in strong work ethics and the responsibility and accountability that go with it.
