Police report: Neighbor arrested after altercation over parking

The Lovell Police Department received the following calls for the week of August 31-September 6:

August 31: 6:18 a.m. –  In a recurring issue on Kansas Avenue in Lovell, a patrol officer and the animal control officer responded to a report of a dog “out again and harassing people.” The owner was cited for dog at large.

September 1: 9:59 a.m. – A caller on East Second reported a “friendly cat” around her house and asked for the animal control officer. The kitty could not be immediately found, but plans were made to follow up.

11:57 a.m. – A woman reported that she received a fraud alert after using the ATM at the Red Apple. An officer checked the ATM and found no skimming devices on the machine, and no other complaints had been received. The reporting party was urged to contact her bank.

1:24 p.m. – An officer picked up two yellow labs at Great Western and West Main and returned them to their owner, a known person, who paid an impound fee.

2:43 p.m. – A citizen on Shoshone Avenue met with the chief to report that the mosquito sprayer was killing his plants and asked that the sprayer either not spray as thick a mist or not spray at his home. The complaint was referred to the town crew.

September 2: 10:20 a.m. – An officer investigated a minor crash in front of Lovell Drug on Main Street. A driver was parallel parked in front of the store when her vehicle was side-swiped on the rear driver’s side quarter panel by a driver looking for a parking spot. The two exchanged information, and the driver of the moving vehicle admitted fault.

5:08 p.m. – A resident of the Lovell Apartments reported that somebody had opened the trunk of his car. Nothing appeared to be missing, but he requested extra patrol.

5:34 p.m. – A realtor complained that someone had repeatedly knocked down a for sale sign on a property, and now the lock box at the residence was missing. An officer spoke with the reporting party, who requested extra patrol.

September 3: 4:30 p.m. – A reported dog bite on West Second involved a dispute between a weed spraying company and the homeowner. No charges were pursued, but the victim wanted the incident documented.

5:41 p.m. – A manager at Family Dollar reported that the store had a young male shoplifting via a security camera. An officer made contact with the suspect and took a photo to compare with the video. The boy had nothing from the store on him, but a criminal trespass order was served on the young man.

September 4: 1:14 p.m. – An officer assisted sheriff’s deputies and a highway patrol trooper with a reported case of harassment where a male would not let a female exit a vehicle. When the officer got to the scene, the female was out of the vehicle and talking to deputies.

3:40 p.m. – A citizen complained that a vehicle had sped past him in a school zone.

September 5: 12:44 p.m. – A caller at Shoshone and East Eighth asked to speak to an officer about his neighbor whose semi tractor and trailer were parked in front of his property without permission. An officer made contact with the truck driver, who allegedly became agitated and declined to move the truck. Philip Anderson, 37, was arrested for interference with a peace officer and cited for illegal parking.

2:34 p.m. – A caller reported that they would be testing explosives on Road 10 to be used on a movie shoot in case anybody called.

6:27 p.m. – A caller reported road rage on U.S. 310 with an aggressive driver braking in front of the caller’s vehicle, speeding and unable to maintain a lane of travel. An officer was unable to locate the offending vehicle.

7:38 p.m. – A caller reported that her husband was preventing her from leaving the home on East Second. The caller was then able to leave and went to the police station to speak with an officer. The two parties were separated for the night.

September 6: 12:41 p.m. – Three dogs were reported to be loose on West Main. An officer caught one of the dogs, a husky, and the owner paid an apprehension fee, after which the dog was released.

8:56 p.m. – A caller reported that they were staying at the town camper park on Quebec and had accidentally locked their belongings in the restroom. A member of the town crew was contacted to open the door.

Note: The above calls were received by the Lovell Police Department. Persons arrested are presumed innocent until proven guilty in a court of law, and charges made upon initial arrest may be amended or dismissed as determined by the County Attorney.
